BUG: build artifact baseline advances even when the transfer step fails

The "Storing artifacts" step completes BEFORE "Transferring changed files".
When the transfer fails, the stored artifact baseline still advances, so subsequent incremental deployments only transfer the diff against a build the server NEVER received. Result: the server ends up with files from two different builds mixed together.
The baseline should only advance after a successful transfer.
